fix: prevent agent subprocess blocking on Windows

- Add stdin=subprocess.DEVNULL to prevent blocking on stdin reads
- Add CREATE_NO_WINDOW flag on Windows to prevent console pop-ups
- Remove trailing pause from start_ui.bat
