Bruno Borges 68eba52a40 feat: support 'specify init .' for current directory initialization
Adds '.' as shorthand equivalent to --here flag while maintaining
full backward compatibility. Updates documentation and bumps to v0.0.18.

- Note: Constitution rules are explicitly treated as non-negotiable; any conflict is a CRITICAL finding requiring artifact remediation, not weakening of principles.
