- [ ] All steps have sequential numbering
- [ ] Each step has a clear goal attribute
- [ ] Optional steps marked with optional="true"
- [ ] Repeating steps have appropriate repeat attributes
- [ ] All template-output tags have unique variable names

## Template Structure (if document workflow)
