feat: add versioning and release automation

- Add semantic-release with changelog and git plugins
- Add manual version bump script (patch/minor/major)
- Add GitHub Actions workflow for automated releases
- Add npm scripts for version management
- Setup .releaserc.json for semantic-release configuration
